Guidelines and regulations to Muslim founded (UMEA) schools

1. All Muslim founded institutions must register with UMEA and always up date the school’s fi le with current information regarding the school’s profi le, developments, vital statistics, activities, staffing, results of the national examinations and any other important information to the school and UMMAH at the beginning of every academic year.
2. To sustain the activities of the Association; Schools, Colleges and Institutions must make a termly contribution to UMEA/UMTA that is to be decided from time to time. This money is collected through a levy in all Muslim founded schools, colleges or institutions.

3. All muslim schools and institutions in Uganda must have a clear indentity as a Muslim school / institution to refl ect and embrace the Islamic way of life at all times.
       a. School symbols such as school name, school badge, school moto and anthem should always refl ect Muslim identity and culture.
       b. The school must have a well defi ned curriculum to teach their religion and facilitate them to practice it while at school. A mosque or designated prayer place must be provided.
       c. The students should be taught the Arabic language to enhance their understanding of the Quran & other sources of Islamic teachings in the Arabic language.
       d. The school uniform for both boys and girls must fi t the prescribed code of dress according to teaching of the Quran and Sunnah of the prophet Muhammad (SAW).
       e. Co-curricular activities such as games and sports, club activities and cultural activities at school should also be designed and conducted in such a way as to promote and protect the image and the core values of Islam.

4. All school BOGs and SMCs of government aided schools must be constituted according to the education act 2008. The chairpersons and deputy chairpersons and other representatives of the foundation body must be devoted Muslims of outstanding character nominated and approved by UMEA before being forwarded to the established appointing authorities.

5. All head teachers and deputy head teachers of Muslim founded schools must be practicing muslims with sound knowledge of Islam, high moral standing and a good record of professional conduct. Consequently therefore, deployment, replacement, transfer and new posting by the ministry of education and sports or district education service shall be done in consultation with UMEA.

6. The head teachers of Muslim schools shall be the accounting officers responsible for all the fi xed and current assets of the schools, maintenance and development and uplifting of the general and academic standards of the school.

7. The head teacher in a Muslim school is responsible for training, coaching, mentoring and developing the young teachers under his/her charge into leaders as a way of building a human resource base for Muslim education managers in the country.

8. The Head teacher together with the BOGs/SMCs and with the help of other stake holders is responsible for ensuring that the school provides conducive learning environment for the learners. Such an environment must provide physical, social, mental, psychological and emotional security to the learner. The learner must not be corrupted in any way while at school but rather the school should be a safe heaven for the learner.

9. All Muslim schools must be active members of UMTA and encourage all Muslim teachers in their schools to join UMTA as a way of forging unity among the Muslim teachers and promote team work and brotherhood in Islam.

10. The BOGs/SMCs and heads of institutions of UMEA schools must have a deliberate policy to accomodate the Muslim children from the neighbouring communties as away of facilitating them to benefit from their school and to acquire quality education. The school should also ensure that it stimulates the general wellness of the Muslim community in which it is found through supporting good production, provision of health services, supporting dawa activities, community involvement in school programmes and community education.

11. All Muslim schools must participate and facilitate all UMEA/UMTA organized activities such as joint mocks, games and sports, workshops and seminars. These activities are key in uplifting the general education standards of Muslim schools, promoting the visibility of UMEA/UMTA and the Muslim schools, creating a sense of community, brotherhood and unity, and inspiring the communties and especially the young generation to identify with and support their schools.

12. All Muslim schools must abide by all government policies and guide lines as well as the UMEA and UMSC guidelines in their day to day operations
